But financing that growth is getting more complicated by the week. Nvidia is helping engineer a Wall Street financing ecosystem to backstop as much as $500 billion in compute investment, while hyperscalers lean on debt, leases, and guarantees to lock up years of future capacity. In this issue of Digital Power Digest, Keel Infrastructure SVP Chris Ruppel breaks down why the real scale of this cycle is hiding off the balance sheet. The Wall Street Journal estimates nine major tech companies now carry roughly $3 trillion in mostly AI-related off-balance-sheet commitments, so will future AI revenue justify today's bets?\n\nThat capital is chasing a constraint that has nothing to do with chips. Utilities are planning gigawatts of new generation for data-center load, Caterpillar and Cummins are seeing booming demand for generators and electrical equipment, and PJM is confronting a live reliability scare after roughly 3.8 GW of data-center load unexpectedly disconnected during a grid disturbance. The money is moving faster than the electrons, and grid operators are now the pacing item for a $3 trillion bet.\n\nThat strain is turning political. Communities and states, on both sides of the aisle, are pushing back with cost-allocation demands, tax-incentive reviews, audits, and outright moratoriums on new projects. Ruppel's analysis argues that \"social license to operate\" is becoming as binding a constraint on the AI buildout as financing or chip supply, and that developers who ignore it are underwriting a risk the market hasn't priced yet. Pennsylvania is a live example of that shift. On August 18, Governor Josh Shapiro signed Executive Order 2026-05, directing state agencies to require data center developers seeking Commonwealth permits to meet new GRID standards covering energy costs, community engagement, and environmental review – and removing all AI data center projects from the state's Permit Fast Track Program. \n","0b2cdd04-dd50-46c6-8a88-dcc68fd86c7b","2026-08-24 00:00","Anthropic revenue is up sevenfold and hyperscalers hold $3T in off-balance AI bets, but grid strain, backlash, and new PA rules are binding constraints.\n\n","Digital Power Digest- Volume 2: August 10 - August 23, 2026",{"name":32,"created_at":33,"published_at":34,"updated_at":35,"id":36,"uuid":37,"content":38,"slug":57,"full_slug":58,"sort_by_date":59,"position":60,"tag_list":61,"is_startpage":24,"parent_id":62,"meta_data":59,"group_id":63,"first_published_at":64,"release_id":59,"lang":65,"path":59,"alternates":66,"default_full_slug":59,"translated_slugs":59,"_stopResolving":67},"Christopher Ruppel","2026-03-17T16:24:01.161Z","2026-04-06T00:09:57.160Z","2026-04-06T00:09:57.172Z",155955368617120,"5ce15b6e-5eb2-4ef8-ac4a-d147b128da73",{"_uid":39,"name":32,"blocks":40,"component":50,"expertise":51,"profile_picture":52},"01c2c833-f9f0-45f9-8b9b-80f2b5fa8be9",[41],{"_uid":42,"title":43,"blocks":44,"component":49,"is_large_title":24},"c0441a69-4a21-4765-986a-e2b9023e724d","Expertise ",[45],{"_uid":46,"copy":47,"component":48},"8f5c2874-33b2-4679-b5de-c44bb00257dd","Christopher Ruppel a rejoint Keel Infrastructure en tant que vice-président principal, Énergie.
